Dairy status of OU-D product

Hello,

If a product has no dairy ingredients, yet is labeled OU-D, can one assume it is non-dairy?

The product in question is a cookie mix that says to add butter as one of the baking steps.
The allergy information does not include milk either. All of the ingredients are straight forward.

Yes, that is an astute observation, If you are certain that in fact there are no dairy ingredients. The OU/D label is not necessarily Halacha based. From conversations with the OU it was gleaned that if, for example a milk ingredient is manufactured in that same plant, for logistical reasons the OU would prefer to label it D, even if in fact no milk ingredient entered into that specific run.
