Do these things need to be marked? I always thought that because they were not for human consumption, that they fell into a different category
They’re fine in most cases, because it is not edible for humans. But there probably is some pet food that is edible for humans. So, you need to know the pet food that you give to your pet.
Would this be ok? It has whole wheat flour. It’s Betta Fish food. . 
If it is not edible for humans, it’s ok. You will need to figure that out.

But I thought we are prohibitted from having ANY hana’ah (benefit) from chametz? Even if it is not edible by humans we would certainly gain hana’ah by feeding our pets?
