Is the following British ale KOSHER?

Some, like Rabbi Abadi from Kosher.org, say it IS, but others, (STAR K), insist that it’s NOT because the beer uses chocolate EXTRACT, and that automatically needs a hechscher. But, since the beer is VEGAN, those on the PERMISSIBLE side claim there are NO animal products which could render the chocolate unfit and therefore NOT Kosher. So, what do we conclude: yes, or no?
