It needs to be dipped in any of the 7 liquids known as יד שחט דם. Although the ketchup contains water, that’s not enough to require washing. An example is soy sauce, where my father said you wouldn’t need to wash, even though it contains water.
Thank you, but I did not mean as far as the ketchup is concerned rather, because it is fried in oil.

So if you dip sushi in soy sauce you would wash?
Soy sauce is not considered water for this Halacha so you would not be required to wash your hands.
