I am traveling from Israel ( I’m a Ben eretz yisrael) to chuts laarets a few days after sukkot, when ז חשון hits I’ll still be abroad .
Do I say ותן טל as a בן א״י or since the chiyuv wasn’t chap on me yet do I keep on davening as a בן חו״ל

The general rule is you follow the custom of your present location. So if you are the US for example, you continue saying ותן ברכה.
