In your example you mentioned that the owner is Jewish and therefore not an issue of bishul akum. Does the person cooking in the kitchen need to be Shomer Shabbos or even if the person is not it’s still okay?

They have a local hechsher that works exclusively with vegan places, DC Kosher (website here: https://www.ostns.org/dckosher).

One of the guidelines of the hechsher is to instruct employees to triple wash veggies: Knowing that, can one order a salad with greens?

Also, how can rice be Bishul Akum?

Triple washing doesn’t work for each type of bug vegetable. Avoid the vegetables that commonly contain bugs.
Rice can be bishul Akum since you do not eat rice raw and it is served on a Kings table.
