does someone have to wash hands before davening mincha and maariv? if theres no sink around, what should you do?

If your hands are dirty or you used the bathroom, then it is required. Otherwise, it is not necessary.

What if you touch your scalp or your shoes? Doesn’t that make your hands tamei?

Scratching your scalp and touching your shoes makes you hand dirty and therefore require you to wash your hands.
