We did extensive tests on samples many years ago. This is not edible on its own. You can’t eat it by itself. It only can be eaten as a component of a product. This makes it not meat nor dairy. It’s like cardboard.

If there were flavors in it also would that change anything
No difference. We would just need to know that the added flavor is kosher, but it wouldn’t make the whey dairy

Also there was a response from M Bitton that if you mix it with a non-dairy liquid then it is parve.
I would assume that water is a non-dairy liquid and so if you mix a protein powder with water then the resulting mixture is non-dairy
Whey as an ingredient is definitely not dairy because it doesnt taste good.
When having a protein shake thats almost entirely whey protein, the Rabbi told me personally that it is treated as dairy. You can’t call it “Pagum” if you decided to you want to specifically consume the whey.
I’m not sure if everyone would agree with me on this but thats was I was told.
