Main ingredient is wheat flour, what Bracha?
Cookie dough that’s not meant to be baked?
Cookie dough before it’s baked?
Half baked brownies (gooey consistency)?

Too vague. Could be Hamotzie (bread), Mezonot (cookies), Shehakol (plain flour)
I don’t know. The options are Shehakol ( most likely. Since most people don’t eat raw dough - at least that how it used to be. So it would be like eating flour or other food that’s not meant to be eaten. See below.) or maybe Ha’adamah (it seems to be something that exists nowadays. E.g. Cookie dough ice cream. Although it’s not clear to me if it’s actually raw. So it would be like eating roasted wheat kernels. I’m guessing that the Rabbi would consider this not normal - based on how he viewed similar things but need to confirm.). Safek Brachot - Shehakol.
Shehakol. See שו"ע או"ח ר"ח סעיף ד-ה.
Mezonot if it’s considered baked but just gooey. If it isn’t fully baked, Shehakol.
