Do I need to separate every layer of leeks like these and rub under water or can I just do outer layers as the insides are pristine and the dirt Doesn’t penetrate ?

Even though the dirt does not enter, bugs can still come in from the top. Therefore, the outer leaves always need to be cleaned, and the inner leaves it depends. If the inner leaves are tight, then they are fine, but if they are loose, even a little, then they need to be washed as well.
