Does a sous vide cooker require tvilah?

A sous vide cooker is an electric device you put into a pot of water to heat up the water and to maintain the precise water temperature for slow cooking. You then put the meat in a sealed plastic bag and place it in the pot to cook. The water never touches the meat because its sealed in a plastic bag.

Does this device require tvilah even though it never actually touches the food?
