Essentially my question is paralel with a Bitul question, that if a Jew bimayzid uses bitul to be mevatel an issur, does it assur it for other Jews?

There’s a problem of bishul akum when a non-religious Jew cooks food. And there’s a problem that you can’t rely that the ingredients were all kosher.

Depends what he had in mind when he was being mevatel. If he was doing it for himself then it would be ok for others. But if he was doing it for others it would be an issue.
Isn’t eino Ben yomo is nosein Tam lifgam? Why any need for bitul?
In your first scenario the food would be a problem even if the pot was kosher.
