Would it be permissible to use a fire ring/grill at a campground by first starting the fire and getting the grill very hot? Would it need to be “glowing red” ?

You can use this grill if you get the fire started and let it get very hot so it can burn it out. If really hot for a few minutes so it can burn everything it should be good to use.
Be careful that it gets really hot before using it because I’ve seen these grills take time to get really hot especially since it lacks a cover to retain the heat.
The metal need not get “glowing red”.
This is exactly what I do when going on road trips.
