Is it required to say hataras nedarim before rosh hashana?
Not required.
Also worth noting that part of the text says hineni moser modaah… we say that from now on, any nedarim that we make should be batel. So if you say it once, you’re good to go.

It’s not a bad thing. Just not required, unless you know you didn’t say that bli neder or Hineni…
