Is oat bread really bread?

One wonders whether oat bread is considered bread by the Torah. A few examples where this is relevant:
Must one separate a gift for the priests from oat dough?
Are leavened oats considered leaven on the Festival of Flatbreads?
Are unleavened oats acceptable for the obligation to eat unleavened bread on the Seder night?
Is one obligated to say Birkat Hammazon after eating oat bread?

Plain Oatmeal

There seems to be some confusion regarding oats. Oats are not one of the five grains. The Gemarah is very clear on the description of “shiboles shual” (which is assumed to be oats) and it does not have any characteristics to oats. Therefore all those that eat oat matza are not fulfilling the mitzva of matzah and additionally are reciting a brocha levatala.
