Generally instant coffee is permissible even straight from the urn, as it’s cooked and “ ein bishul achar bishul “
But the coffee you are referring to is roasted and not cooked and therefore requires a kelie shaynie.
As to what others do, - it’s still a free country (for now) and they can do as they please, but that is the psak of the Rav
