If my husband is still in the year or mourning for a parent, what are our obligations for mishloach manot?
Do I (wife) give to my own people and not put his name, or am I not allowed to give at all?
I assume he is not allowed to give anyone?

He is still obligated to give himself. Husband and wife can give as one, they do not need to each give individually.
