You are conflating two different concepts. You are not allowed to READ from a phone book (or similar items such as a recipe book or street signs) because of a Gezera (rabbinical decree) that you may come to erase or make corrections to the text.

Regarding the status of the book itself, it is Muktzeh, and therefore subject to all of the halachos of Muktzeh. Regarding what TYPE of muktzeh it is, is an excellent question, but it would seem to fall in the category of a stone since it’s primary use is to read and it is prohibited to read from it. If the Phone book was designated for use such as a booster for a child seat, then it may be used on Shabbos as well.

@Amram You are allowed to touch muktzeh, No one said anything on the contrary. Moving muktzeh is an issue depending on the purpose of moving it and what type of muktzeh it is.

In some cities the phone book is additionally filled with a lot of helpful information such as what to do in certain emergencies, which taxi services to call that understand about Shabbat and will take payment later, and et cetera. It could even be considered to be a sefer; in such a case, is one allowed to read the phone book?

And if needing to see an address for someone, still assur to look in the phone book on Shabbat?

The Rabbi’s opinion is that its forbidden to read from the phonebook. Obviously if there’s any emergency it would be allowed.
