Is one allowed to use a plastic covering made specifically for a stroller to protect a baby from wind/rain etc? is this making an ohel?

If I am understanding correctly the roof of the stroller is previously attached and you want to add an additional attachment that would cover the sides of the stroller as well as to extend from the top to enclose baby and keep him/her dry. In that specific case the Rav has ruled that it is permissible.
