You can’t rip on Shabbat. Nowadays we have tissues, wipes…
That was only said when you found yourself in the toilet with no alternative. Then it is permitted due to kavod haberiyot. But even there you can not cut the paper to a specific size, just an arbitrary rip would be permitted.
