What exactly is Panim Chadashot?
The idea is that there should be a big Simcha. They used to have all thr Sheva Brachot in the home of the Chatan.
You need a fresh face to create more simcha.
Nowadays typically every night is another party hosted by a different person, different place etc. This alone is enough to be considered Panim Chadashot.

Is this Rav Abadi’s original chiddush? I haven’t seen this in the Poskim or in practice. People are very busy with having new people at a Sheva Berachot. Some will only say it in the house of the Chattan.
Yes. You can call it an original Chiddush. It takes away that pressure to scramble and make sure there’s new guests at every one of the Sheva Brachot.
Regarding the house of the Chattan, that’s a different calculation. That’s a Machloket Mechaber and Rama, so Ashkenazim typically side with the Rama and make Sheva Brachot anywhere, and Sephardim don’t.
I was under the impression that the Rabbi went with the Rama for all, but would love if someone can confirm.
why isnt it considered a takana that cant be changed? did the rabbi give guidance on when you say that?
If you take a look at שו"ע אה"ע ס"ב סעיף ח you’ll see there are already things that count as פנים חדשות alternatives, so this just builds on that.
The רמ"א goes so far as to say the speech is like פנים חדשות.
Regarding the general question about Takanot, this is case by case. Sometimes you can get to down to the reason and and makes comparisons etc. Other times it’s a fixed Gezera and not negotiable. When you say what is above my paygrade!
