Sprinkling Corn Starch on Hair on Shabbos

May I sprinkle corn starch on my hair on Shabbos in order to absorb grease and dirt. To remove the starch I lightly brush it out of my hair with my fingers.

  1. Is this a problem on Shabbos?

  2. Is this a problem on Yom Tov?
