Who qualifies for the mitzvah of כבוד תלמידי חכמים in our generation?

I think the Rabbi said we don’t have such חכמים in our generation but not 100% sure.
That’s regarding making Brachot on them etc.
Respecting a חכם in the sense of דרך ארץ can apply to may people.
