What is the minimum size garment that is chayav in tzitzit?

Ok, so we should be wearing a Talit Katan that is 24”. If it is less than that size, do you say a berachah when putting it on?

i believe i remember the rabbi saying that shrinking can be a problem does that mean we should go for 26?

I remember watching the Rabbi measuring. He would stretch the Beged a little to get the Shiur.
