It’s dairy. We only say non-dairy if it’s batel b’rov. Not when it’s the main ingredient.
Regarding Pesach, those extracts need further research.
I saw on your site that if you mix the whey powder with a non dairy liquid it is parve.
My question is, how much non dairy liquid would I need to mix the powder with in order to render it non dairy ?
