It’s not classified as a food. No Bracha. Same for Zyn pouches. Same for Listerine strips and spray. (There was a short time, right when Listerine strips became a thing that the Rabbi said to make Bracha on them, but subseqently said it’s not food and no Bracha)
Regarding a fast day, I have a Safek if it’s allowed. Full transparency I didn’t get this from the Rabbi.
This is different than smoking or vaping which is not considered eating and allowed.

This needs some more work on my side.
The Listerine strips are definitely OK on a fast. It’s the mints that I’m on the fence about. The Rama seems to say that it’s OK to suck on but not to swallow.
