Why does ricotta need a hashgacha?
It’s made from whey which is not considered food.
Not sure I understand your question. It also contains milk, not just whey.

Cheese must be made by a Jew for it to be kosher. Knowing the ingredients are all kosher is not sufficient.
Parve and not food are different. Oranges are parve but still considered food.
